本项目位于国家级新区长春新区，是一处为市民和企业提供公共服务的办事机构。打造开放亲民、环境友好、便捷高效、绿色节能的示范性建筑。以整个街区的完整性作为总体规划的原则，在植入新建筑的同时，处理好新老建筑、建筑及场地之间的关系。形成了城市绿化带、市民广场、政务中心、市民公园的空间序列，以容纳更多的市民公共性行为。建筑从北向南高度递减，建筑东西入口的退后既为办公争取更多的南向采光，又弱化了北风对主入口的不利影响。建筑西侧市民广场是联通城市与建筑的纽带，朝向街角的建筑做切角处理，更易识别主入口。从城市道路进入场地，采用序列化的景观方式，不同标高的景观设计，供市民休憩停留。

本项目采用EPC的建设模式，所有部位土建与装修一体化设计，获得了吉林省首个公共建筑“三星级绿色建筑设计的设计标识”，对长春市绿色建筑技术应用及绿色建筑的建设和推广具有长远的影响。

This project, located in Changchun New Area, a state-level new area, is an administrative agency providing public services to citizens and enterprises. To create a model building that is open and kind, environmentally friendly, convenient and efficient, and green and energy-saving, the project develops the new buildings and coordinates the balance between the new and old structures, following the principles of comprehensive planning for the integrity of the entire block. And this project has achieved the overall layout of an urban green belt, civic square, government affairs center and civic park, which accommodates more public activities for citizens. The decreasing height of the building from north to south and the setting back of the east-west entrance of the building not only earn more southward lighting for the building, but also weaken the adverse effect of the north wind on the main entrance. The civic square on the west side of the building connects the city and the building. The corner cut of the building highlights the main entrance. A serialized landscape along the urban roads to the site and the landscape design of different elevations are available for people's leisure time.

Under the EPC construction model, this project integrates the construction and decoration design of all parts, which results in the first "Three-star-level Green Building Design Logo" in Jilin Province, exerting a long-term impact on the application of green building technology and the construction and promotion of green buildings in Changchun.
