本项目是中国中元完成的设计总包项目，承担了从可行性研究报告到方案设计、初步设计、施工图设计，以及全部专项设计的总控和协调工作。设计按照“安全布局、高效节能、模块组合”的原则进行规划，单体建筑包括动力楼、机房楼、运行中心和ECC。其中，机房楼是当时亚洲最大和最先进的数据机房，采用模块化设计，涵盖国际T4、T3级别，并按模块配置需求设置变电所和空调制冷设施，可实现T3级别的升级。设计采用大量先进的绿色节能减排技术，整体PUE值小于1.6。

This project is a general design project completed by China IPPR, which undertakes the general control and coordination work from feasibility study report to scheme design, preliminary design, construction drawing design, and all special design. The design is planned according to the principle of "safe layout, highly efficient energy saving, and modular combination". The single building includes power building, DCS equipment building, operation center and ECC. The DCS equipment room building is the largest and most advanced data room in Asia at the time. It adopts modular design and cover international T4 and T3 levels. The substation and air-conditioning cooling facilities are set up according to the module configuration requirements, which makes T3 level upgrade possible. The design uses a large number of advanced green energy-saving and emission reduction technologies, and the overall PUE value is less than 1.6.
