刚果(布)黑角经济区集生产生活资料流通、现代化高效物流、企业非洲市场业务营运总部以及设施完善的配套服务等功能为一体，是中刚两国战略合作的重点项目。规划发展目标定位“一中心、一平台、一基地”，即非洲区域性工业中心、中部非洲临港产业平台、刚果(布)资源加工基地。立足刚果布、面向非洲、辐射全球，经济特区从选准合作领域、搭建合作平台、创新合作机制、做好配套服务四个方面入手，在刚果布周边形成示范效应和跟随效应。

Pointe-Noire Special Economic Zone of Republic of the Congo integrates the functions of circulation of means of production and living, modern and efficient logistics, business operation headquarters of enterprises in the African market, and supporting services with perfect facilities. It is a key project of strategic cooperation between China and Republic of the Congo. It is positioned as "one center, one platform and one base", namely, the African regional industrial center, the Central African port industrial platform and the resource processing base in Republic of the Congo. By basing Republic of the Congo, facing Africa and benefiting the whole world, the special economic zone has formed a demonstration effect and a follow-up effect around Republic of the Congo from four aspects: selecting cooperation fields, building cooperation platform, innovating cooperation mechanism and providing supporting services.
