工业区结合自然地理条件和港湾优势，重点发展港口临海工业、高技术密集型出口加工业，建成海南北部地区重要工业港和能源基地。整个工业区包括无污染工业区，有污染工业区，港口区，居住生活区和商业文化中心区等。规划根据港口和工业发展需要，合理布局道路交通系统，生产交通和生活交通相对分离，合理组织港口岸线和生活岸线；工业区西部发展机械、石油化工、传播、建材等重工业，东侧发展轻工、食品、电子等无污染工业与居民区相连，功能分区明确，公共服务设施完善，生态环境良好。近远期发展结合，合理安排土地用途；预留发展备用地，规划留有较大弹性，适应未来发展需要。
